He was not an architect known for iconic buildings, but a practitioner who transformed urban planning into a form of national governance. For that reason, his legacy is neither conspicuous nor spectacular. Yet it is profound, enduring, and deeply embedded in the city itself.<\/span><\/p>\n<p><span style=\"color: #000000;\">I had the opportunity to meet Liu Thai Ker once. In 2018, he shared Singapore\u2019s experience in urban and architectural planning at the China Cultural Centre. It was not a lecture about style or form, but a calm and restrained reflection on the workings of planning as a system. He spoke most often about scale, time, and the responsibility planners bear towards the public interest. Looking back years later, I realise that his refusal to seek rhetorical impact was itself entirely consistent with the philosophy that shaped his life\u2019s work.<\/span><\/p>\n<p><span style=\"color: #000000;\">When Liu Thai Ker is discussed, Singapore\u2019s public housing \u2014 locally known as HDB flats \u2014 is among the first subjects to arise. These buildings are not conventionally beautiful. Their repetitive forms, simple fa\u00e7ades and minimal ornamentation can easily evoke the functionalist housing of the twentieth century. That impression is not necessarily a prejudice; aesthetically speaking, it is a reasonable observation. But to judge Liu Thai Ker simply by whether his buildings are \u201cbeautiful\u201d would be to underestimate the reality of the problem he was trying to solve.<\/span><\/p>\n<p><span style=\"color: #000000;\">Within his planning philosophy, public housing was never merely an architectural product. It was social infrastructure. What it had to carry was not architectural expression, but housing equity, social integration and long-term stability.<\/span><\/p>\n<p><span style=\"color: #000000;\">This restraint was not a consequence of limited ability. It was a conscious choice in governance. Once public housing becomes excessively aestheticised and symbolically charged, it can quickly become an asset \u2014 and ultimately drift away from the very meaning of \u201cpublic\u201d. Singapore\u2019s public housing was therefore deliberately kept within a visual language that was neither particularly beautiful nor aggressively expressive, but sufficiently dignified.<\/span><\/p>\n<p><span style=\"color: #000000;\">For the same reason, it would be unfair to equate Singapore\u2019s public housing with Soviet-style housing. The two may share certain formal similarities, but their institutional foundations, construction standards, public spaces and mechanisms for continuous renewal are fundamentally different. The former is the product of a highly rationalised system of governance and a long-term social project; the latter was more often a response to the urgent demands of particular historical circumstances.<\/span><\/p>\n<p><span style=\"color: #000000;\">Liu Thai Ker never ignored beauty. Instead, he moved beauty from the scale of the individual building to that of the city. Urban order, public spaces, systems of greenery, and the predictability of everyday life together form a kind of urban aesthetic that is understated yet enduring. It does not seek to impress, but it provides a stable framework within which ordinary life can unfold.<\/span><\/p>\n<p><span style=\"color: #000000;\">At a time when we often overestimate the visual impact of architecture while underestimating the cost of governance, Liu Thai Ker\u2019s legacy is not a \u201cSingapore model\u201d that can simply be replicated elsewhere. Rather, it leaves us with a question that deserves to be revisited again and again:<\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>When a city must carry the realities of several generations, what should aesthetics ultimately serve \u2014 and how far can aesthetics insist on its own demands?<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\">Liu Thai Ker had the ability to make public housing more spectacular. He chose instead to keep it restrained.<\/span><\/p>\n<p><span style=\"color: #000000;\">It may not have produced the most visually compelling image of a city.
